WSS 3.0 Import Spreadsheet 403 error

When you get an error 403 when importing an Excel spreadsheet, check that only components of Office 2003 are installed. Along with Office 2003 I had Sharepoint Designer 2007 installed on a workstation. After uninstalling Sharepoint Designer 2007 I was able to upload the Excel spreadsheet.
